t wouldn't make much sense for Bee to say Shisui was the strongest right in front of Itachi if the latter had built a greater reputation in the meantime.
If Itachi had surpassed Shisui in this domain, you could reasonably expect him to have come up with his own version of Koto Amatsukami. But he didn't. He resorted to Shisui's eyes for that instead.
Now you could argue that Koto Amatsukami is the only thing that puts Shisui above Itachi, and that Shisui merely got lucky with this MS powers. But this leades to the kind of convoluted speculation I tend not to feel very comfortable with.
If Itachi had surpassed Shisui in this domain, you could reasonably expect him to have come up with his own version of Koto Amatsukami. But he didn't. He resorted to Shisui's eyes for that instead.

My opinion: Naruto's taken Sage Mode further than Jiraiya ever did, and disregarding the fact that Yoda didn't know about FRS, he perfected Rasengan, something Minato himself has never been able to accomplish. So yes, Naruto has "surpassed his predecessors".
That said, the sentence is way too vague to be taken as a statement of Naruto's actual power level and no amount of alternate translation is gonna change that.
